The region sets the rate, not the federation

Road tax from engine power and your region's rate, adjusted for a partial year of ownership and the luxury multiplier.

The calculation itself is trivial — horsepower times the rate. The complication is that each region sets its own rate, and the spread is wide enough that the same car costs several times more to tax in one region than in another.

The second factor is a partial year. The month a car is registered counts in full if registration happened on or before the 15th; the month of sale counts only if deregistration came after the 15th. That is where the fractional month count comes from.

What to keep in mind

Take the rate from your regional law — the tax service publishes it by region and power band.
A multiplier of 3 applies to cars over 10 million roubles under ten years old, and over 50 million under twenty.

FAQs

Where do I find my region's rate?

In the tax service's reference section on rates and reliefs: pick region, year and vehicle type. Rates step up by power band — under 100 hp, under 150, under 200 and so on.

How is a partial year counted?

By months. The month of purchase counts in full if registration was on or before the 15th; the month of sale counts if deregistration was after the 15th.

What is the luxury multiplier?

A factor of 3 for expensive cars. Since 2024 it applies above 10 million roubles for cars under ten years old, against a list the ministry republishes each year.

When is the tax due?

By 1 December of the year following the tax year. If no notice arrives, the tax is still owed — the duty to declare property sits with the owner.

Worked example

A 150 hp crossover for a full year

Input: 150 hp, rate 35 ₽, 12 months

Output: 5,250 ₽ for the year

Note: In a region charging 10 ₽ per horsepower the same car would cost 1,500 ₽. Finding your own region's rate matters more than anything else here.
