Several schemes, different answers

Converts Cyrillic into Latin using the Russian passport rules, GOST 7.79-2000 and a simplified scheme for URLs.

Russian passports use the ICAO table adopted by ministerial order: щ becomes shch, ю becomes iu, я becomes ia, and the soft sign simply disappears. Which is why Юлия comes out as Iuliia, to the surprise of every passport holder.

GOST 7.79-2000 in system A works differently: one Cyrillic letter, one Latin letter, with diacritics. It is reversible — the original spelling can always be recovered — which is why bibliographies and academic publishing use it.

What to keep in mind

The passport scheme follows ICAO Doc 9303 as applied in Russia since 2020.
Older documents may spell a name differently: a French-based scheme applied before 2010 and another revision before 2014.

FAQs

How is a name spelled in a Russian passport?

By the ICAO table set out in ministerial order. Ю becomes IU, Я becomes IA, Щ becomes SHCH, and the soft and hard signs either vanish or become IE.

Can I keep an older spelling?

Yes, on request when submitting documents, provided the old spelling is evidenced by a visa, residence permit or birth certificate.

How does GOST differ from the passport scheme?

GOST is reversible: the Cyrillic original can be recovered exactly from the Latin. The passport scheme is not, but it reads without diacritics.

Which scheme should I use for URLs?

The simplified one: Latin letters and digits only, no diacritics or apostrophes. It produces readable addresses that survive copying.

A surname with щ

Input: Александр Щербаков, passport scheme

Output: Aleksandr Shcherbakov

Note: Four Latin letters for one Cyrillic character is the table's record. Under GOST the same surname is Ŝerbakov: one letter, but with a diacritic no airline will accept.
