Personal and commercial differ by tens of times

The vehicle recycling levy from the base rate and a coefficient set by age, engine size and who is importing.

The levy is a base rate times a coefficient. The rate is the same for every passenger car; the coefficient differs fundamentally depending on whether the importer is a private person bringing in a car for themselves or a business.

A private individual pays a token amount — a coefficient of 0.17 or 0.26. Commercial imports use the full schedule where coefficients reach into three figures and the levy becomes hundreds of thousands of roubles.

How often do coefficients change?

Almost annually in recent years, and always upward. Check the current decree before buying abroad.

Do electric vehicles pay it?

Yes, on their own schedule tied to parameters other than displacement. The rules for EVs have been revised most often of all.

A four-year-old 1.6 litre car

Input: Base 20,000 ₽, 1600 cc, 4 years, private individual

Output: 5,200 ₽

Note: The same car imported commercially would carry a levy of 1,650,800 ₽. That gap is precisely why the personal-use concession is policed so closely.
